Your first option is to check that the URL is correct. Any typo in the URL could result in a 404 error.
Next, check your user access settings under the Project Settings. If you have specific settings applied to your projects, this could result in users not having access to your project. Even if a setting that does not require a particular configuration, such as Doc Gen Access, is enabled, it will impact how you publish the project.
If you do require document generation access, you will need to configure it separately and check that you have not exceeded your API quota.
